College Savings Plans: A Platform for Inclusive Saving Policy?

This Center for Social Development (CSD) Perspective addresses pros and cons of using College Savings Plans (529 plans) as a platform on which to work toward a more inclusive savings policy. In the first part of the paper, CSD offers an assessment of the potential of 529 savings plans as a platform for inclusive savings policy, and summarizes CSD state-level research on inclusive features of 529s. The second part of the paper features a debate between Peter Orszag, and Margaret Clancy and Michael Sherraden, intended to inform the reader, and to contribute to better policy choices and more productive research in the future.
